Wtf? Why would the government do this internally? No good reason? Maybe they pay for enough people's healthcare that it could make sense financially, but also that seems very risky (bc no market feedback when you're bad), also provider liquidity is worse

(Ezra was making a different point though: most employees are not ideological. I think this misses the point of the RIF, it's about efficiency and cutting low performers)
